Overview
Abstract (English)
We propose a filtering or ‘triage’ process in the identification of candidates for place-based policy, based on both actual performance and empirical estimation. We examine whether resourcedependent (RD) communities, as those most likely to require targeted intervention, form a statistically distinct group of rural communities. finding that they are distinct, we establish that policy intervention in the form of job creation will indeed be effective in improving policy outcomes. We then focus on the residuals as offering indications of unobserved influences. Ethnic Polarization offers some promise in explaining residuals. Our results confirm the effectiveness of local job growth in RD communities, and that our typology is useful in further focusing on communities that are the most likely candidates for place-based policy.
